    Barriers to Residential Electrification

A community needs assessment was conducted for a regional agency concerned about barriers to residential electrification. The client lacked precise data on how households perceived gas transition risks, costs, and equipment access. The study included eight multilingual focus groups and 31 stakeholder interviews.

    The decision behind the question

A regional agency needed precise evidence on how households perceived gas transition risks, costs, and equipment access before designing its electrification outreach.

    Data and methods used

Eight multilingual focus groups and 31 stakeholder interviews were conducted and analyzed as a community needs assessment, with themes reported alongside the quotations supporting them and compared across language groups.

    What the analysis found

    • •Cost uncertainty, rather than total cost, was the dominant barrier: households could not predict their post-conversion bills.
    • •Concerns differed by language group, including trust in who was delivering the message.
    • •Equipment access and installer availability were treated as a bigger risk than the equipment itself.

    What changed as a result

Outreach was rebuilt around bill predictability and delivered through trusted local channels per language group, rather than through a single translated campaign.
